General Drapatyi, Ukraine's new Commander-in-Chief unveiled his vision for the Ukrainian Armed Forces:

Seize the initiative where possible; deny the enemy the ability to achieve its operational objectives; and strengthen the protection of Ukraine’s population, cities, villages, and critical infrastructure from enemy strikes. 2/16

Ensure a balanced system for developing and managing the human capital of the Armed Forces. 3/16

Change and develop the system for recruiting, training, serving, rotating, retaining, and releasing servicemembers in a way that ensures the necessary size and combat effectiveness of the military while also taking into account the needs of servicemembers and society. 4/16

Develop leadership, training, management, and human capital utilization systems. Ensure conditions under which military service is predictable, fair, and professional, and personnel decisions are based on the needs of the military, competencies, and service performance. 5/16

Ensure unity of effort. Make the Armed Forces the center for developing the military concept and coordinating the employment of military capabilities. 6/16

Unify actions on land, in the air, at sea, in cyberspace, and in the cognitive environment under a single concept, synchronized in time, space, and resources and directed toward achieving a common outcome. 7/16

Concentrate resources on designated priorities and employ the capabilities of different components of the Defense Forces in a synchronized manner. 8/16

Do not treat individual operations, activities, or capabilities as ends in themselves if they do not create the necessary effect within the broader concept. Reduce organizational competition, competition for resources, and efforts to preserve institutional autonomy. 9/16

Accelerate adaptation and the implementation of innovation. Learn faster than the enemy by rapidly implementing lessons from the war, adopting new technologies, and developing more effective ways of conducting combat operations. 10/16

Transform the Armed Forces. While continuing to fight the war, work jointly with the Minister of Defense to modernize the military, including its command and control system, organizational structure, doctrine, professional military education, training, and personnel management.

This also includes digital and unmanned capabilities, autonomy, logistics, the Lessons Learned system, command culture, and other areas that determine the Armed Forces’ ability to fight effectively today and be stronger tomorrow. 12/16

Implement the principles of Mission Command and integrate the capabilities of all components of the Armed Forces. 13/16

Provide subordinate commanders with the necessary authorities, delegate responsibility, and integrate capabilities across all domains of warfare to increase the speed and effectiveness of our operations. 14/16

Take care of our servicemembers, their families, and veterans, and honor the memory of those who have fallen with dignity. Combat effectiveness depends on the resilience of our people. Every commander has a duty to care for those entrusted to their command. 15/16

Preserve the trust of the Ukrainian people and our international partners. Earn and maintain trust through professional leadership, accountability, responsible stewardship, and close cooperation with those who support Ukraine. 16/16
