many may think that katsuki will get angry by such action, but he's not. and that's really not surprising to izuku, just to other people.
it might seem toxic that katsuki relies so much on izuku, and that izuku controls so much of katsuki but it works for them.

izuku loves doting on his kacchan, he loves providing for him, it comes to him naturally, so him making all the decisions for katsuki didn't matter to him. he took on that role wholeheartedly.
