It was the end of the Cold War, and some people questioned the move, wanting to know why it was necessary anymore. Carlson said that it was still about dominating the marketplace of words & ideas.
I find the timing and target of this messaging suspicious, since 6 months later in August 1990, Saddam Hussein invaded Kuwait, igniting the First Gulf War, aka Desert Storm.
