Mass repressions are misunderstood. Pretty much every mass repression (e.g. the Great Purge) includes:
1. Small scale, individually targeted, highly precise hit job against the political opponents
2. Mass scale, poorly targeted carpet bombing style massacre of the common folk

The (2) is always orders of magnitude larger than (1) and takes many times more victims, quantitatively speaking. Their casualty rates may easily correspond as 100 to 1, or more than that.
And a major rationale of the mass scale massacre of the common folk is to hide the actual, targeted repression, and disguise it.

So, the great majority of those killed in a mass repression are relative randos in a sense that you could easily kill other people instead of these ones, and it would not change much. The real purpose is to create a mountain of corpses where you can hide the actual, individually targeted hit jobs against the people who matter.
