A Prime Minister does not ask a billion people to stop buying gold because he dislikes jewellery.

He asks because something on the balance sheet is tight. Twice in four months now. That is the story, not Titan falling 2%.

The facts. India imports around 60 tonnes of gold a month. Roughly $6 billion, every month, paid in dollars.

Crude is at a five week high on the Iran escalation. Also paid in dollars. The rupee has been sliding toward record lows.

Put those together and you get a government trying to slow dollar outflows without saying the words “forex stress” out loud.

May: skip wedding gold for a year, work from home, cut foreign travel. September: avoid non-essential gold. Same message, louder.

Gold is the one big import a government can talk down. It cannot talk down crude. It cannot talk down fertiliser. So the appeal lands on the one line item that is emotional rather than essential.

What usually follows appeals? If the appeals do not work, policy does. Import duty hikes, tighter financing rules on gold imports, restrictions on jewellery credit. We have seen this playbook in 2013.

For jewellery stocks this is a one or two quarter volume question, not a moat question. Titan does not become a worse business because of a speech. It becomes a worse business if duty changes reshape demand for years. Watch for the policy, not the video.

The bigger implication is the rupee. A government conserving dollars this visibly is telling you where its worry is. That favours exporters with USD earnings and penalises anyone with dollar debt or dollar inputs.

Meanwhile the Fed has moved from talking cuts to talking hikes. If that holds, dollars get scarcer globally just as India needs more of them. Two pressures, same direction.

Ignore the gold price for a week. Ignore Paulson calling for a new reserve currency. The signal here is simpler. India’s import bill is uncomfortable enough that the top of the government is managing it in public.
