The standard is simple: Does the action endanger the safety of the opponent?

That may be your opinion, but that literally is the Standard. „Or endangers the safety“ is the Keyword here and Studs full weight on ankles have been a precedent since 2002 and it was made even stricter in 2016 with VAR
