Basically, it's a class of comprador currency-- something to buy in a US vassal state as the bourgeois to avoid the inflation the US does to your currency by inflating its own. We are exporting inflation, & also, offering a new spate of financial vehicles that are backed by US Treasuries.

It's easier for the comprador class of let's say Brazil to buy a bunch of Tether with their own currency, & then convert it back at will, taking advantage of the fact that even as the USD inflates, it exports even more inflation to its vassals.
