Both terms refer to covert or semi-covert oil tanker networks. But they’re not interchangeable and understanding the distinction is key if you follow sanctions, oil markets, or maritime security.
They're not necessarily breaking any laws per se, but they exist in a gray zone, opaque ownership, flags of convenience, dubious insurers.
These tankers aren't supposed to carry oil above the capped price if they use Western services but many sidestep that by going fully non-Western.

▪️ Still traceable on AIS (sometimes…)
They’re tolerated, but watched closely.
These tankers go dark, they disable AIS, falsify cargo data, spoof locations.

▪️ AIS spoofing
▪️ Shell companies and forged documents
▪️ False flagging
In other words, deception is the whole business model.
The Shadow Fleet exists because loopholes exist.
The Dark Fleet exists because it has no other option.
▪️ Environmental risk: these are often older, poorly maintained ships
▪️ Market distortion: price cap violations, insurance fraud
▪️ Security concerns: especially in choke points like the Strait of Hormuz
Shadow Fleet = compliance challenge
Dark Fleet = enforcement priority
The difference isn't just semantics, it's about the architecture of global oil and enforcement.
