What changed. Senate Republicans released what they are calling the last, best, and final text, 635 pages, after President Trump agreed to most of the ethics framework Democrats had been holding out for. The ethics rules now cover every federally elected official, judges, and their spouses, and bar them from issuing or sponsoring digital assets for compensation while in office. The stablecoin rewards fight got a circuit breaker instead of a ban, meaning the Treasury Secretary can pause rewards for up to 18 months if withdrawals start threatening community banks. And the piece to look at closely: the final text lets state attorneys general bring enforcement actions under the bill, including against exchanges that list digital assets the legislation prohibits. Democrats pushed for that because they did not want a President's own Justice Department policing the President's crypto dealings. The White House had resisted it for weeks. Sunday night they gave it up to get the vote.
What I do not like. I understand why the provision is there. But a door that lets fifty state attorneys general take an offensive posture against the digital asset rails, each with their own politics and their own ambitions, is a door the enemy will try to walk through. I see the plans of the enemy in this. I am saying that plainly.
Why I am not shaken. Five days before that text existed, on September 8, the Lord said this on our show Money on the Move:
"I see the attorney general of New York. I see her trying to take an offensive posture on the digital age of financial infrastructure. And I hear the Lord saying that whether it's her or someone that may supersede her, I don't know, I see them trying to get out over their skis, but it could create some volatility. And I hear it could force some federal market structure. And I hear the words quickly in areas that I am in, says the Lord. And this is a sign to pay attention to at some time."
P.S. Yes, I'm prophetic, and God still speaks today, even about fiancés.
A note so nobody runs with it wrong. What I saw was like the attorney general of New York. It did not necessarily have to be her. It was an image, a reference point for a state attorney general taking that posture, and He said so Himself in the word. Do not turn a picture He used into a prediction about one person.
Now read it against Sunday night. Offensive posture. State attorney general. Financial infrastructure. Volatility. And then the part I am standing on: it could force some federal market structure, quickly, in areas that He is in. He named the risk and He named what He does with it in the same sentence, and then it got written into the bill. Two days after that, on September 10, He said, "Yes, some laws will change, but that's because MY people will take center stage and change policy," and He warned us not to get ensnared in structures that are not of Him.
So hear me clearly. Either way, His hand is on it. Any trap the enemy thinks he is setting with this will end up catching the ones who set it. That is not optimism. That is Scripture: "He makes a pit, digging it out, and falls into the hole that he has made" (Psalm 7:15, ESV). Pay attention to the state AG piece, pray over it, and do not fear it.
What happens next. Tuesday at 2:15 ET the Senate votes on cloture on the motion to proceed. That is a vote on whether to open debate, not a vote on the bill. 60 needed, 53 Republicans, so seven crossovers decide it. With ethics largely settled, the open questions are whether the illicit finance language and the Agriculture Committee guardrails bring those seven across, and whether any Republicans peel off over the concessions. A yes does not make it law. A no does not kill it. Either way, crypto will trade the headline before it reads the text.
