Today, abducting individuals off the street or out of ships to serve in the military is treated as severe criminal behavior, including kidnapping and false imprisonment.
Under Article 51 of the Fourth Geneva Convention, an occupying power is explicitly forbidden from compelling protected civilians to serve in its armed forces or auxiliary groups. It also outlaws any pressure or propaganda designed to secure "voluntary" enlistment.
