Reuters published a full Ukraine-Europe peace counterproposal to the US from talks in London.

There’re four main parts: Ceasefire, Security guarantees for Ukraine, Territory, and Economics. 1/

Ceasefire:

1. Commit to a full, unconditional ceasefire in the sky, on land, and at sea.

2. Both sides immediately enter into negotiations with the US and European countries. 2/

3. Ceasefire monitoring, led by the US and supported by third countries.

4. Russia must unconditionally return all deported Ukrainian children. Exchange prisoners of war all for all. Release civilian prisoners. 3/

Security guarantees for Ukraine:

1. Ukraine receives security guarantees (Article 5-like agreement), including from the US, but there is no consensus among Allies on NATO membership.

2. No restrictions on the Ukrainian Defense Forces. 4/

3. The guarantor states will be European and willing non-European countries. No restrictions on the presence, weapons, and operations of friendly foreign forces on the territory of Ukraine.

4. Ukraine pursues accession to the EU. 5/

Territory:

1. Territorial issues will be resolved after a full, unconditional ceasefire.

2. Territorial negotiations start from the basis of the control line. 6/

3. Ukraine regains control of the Zaporizhzhia Nuclear Power Plant and Kakhovka Dam with US involvement.

4. Ukraine enjoys unhindered passages on the Dnieper River and control of the Kinburn Spit. 7/

Economics:

1. The US and Ukraine implement an economic cooperation-minerals agreement.

2. Ukraine will be fully reconstructed and compensated financially, through Russian sovereign assets. 8/

3. US sanctions on Russia since 2014 may be gradually easing after achieving a sustainable peace, and resumption if the peace will breach. 9X
