Early Romans ultimately descended from Indo-Europeans of North-Central Europe’s Corded Ware culture - a population that underwent some selection for light hair/eyes. They exhibited a range of phenotypes, including the classic blue-eyed blond look.

Light features are our distinguishing feature - this look does not exist among other peoples to any significant degree. The large-bodied, light-skinned, blue-eyed, fair-haired man is an idealized representation of our race. This seems to upset many people.
