This is pretty typical of "Westerners"-- who distrust "state narratives" in favor of "third party narratives" with "experts" being considered "third parties" or "neutral observers"-- to be "neutral" in this sense is to be "beyond politics" & in the realm of pure reason.

The notion is that "Neutral Third Party NGOs" are what they claim to be-- "truly neutral" & "outside the dialectic of partisanship"-- "NGOs side with Universal Truth & not the Particular Subjective Descriptions provided by Biased State Actors."

That's really what Destiny means by "critical engagement"-- rather, "critical disengagement" or "critical withdrawal/distance" -- this is the Stoic-Hedonic-Empiricist cosmos of the Unhappy Consciousness qua Hegel. It is the position of TOTAL ALIENATION.
