Okay, so this first portion is not even an argument but just a fundamentally stupid argument.

There's not much to refute but I'll explain why this doesn't work and provide evidence.

First off, the claim that Loli are meant to "represent real kids" is factually incorrect, the term "lolicon" refers to an attraction to 2-D fictional characters and the appeal of it comes from "Moe-ness", aka a style that emphasizes cuteness

People who study this for a living make note that there's a distinction between lolicon and pedophilia, with these experts all coming to the same conclusion that Lolicon don't find attraction in children but cute 2-D images

If that wasn't enough, another study shows that pedophiles don't even get off to Lolicon and that children, not drawings, are what is needed for them to feel sexually fulfilled

Saying that Lolicon substitutes an attraction to children is factually wrong

First off, when speaking about the United States, when it comes to Lolicon, it's not considered CSEM

As for the obscenity argument, this also is very wrong because obscene material can't be sold legally but there's plenty vendors where you can buy Lolicon, which you can't do for something that's considered genuinely obscene
