Profile 3: The Retiree This is where Italy created something genuinely competitive with Portugal's old NHR program. 7% flat tax on ALL foreign income for 10 years. Pensions, dividends, capital gains – everything at 7%. The "catch" is you need to live in a Southern village under 20K people.
