The draft replaces the foreign service exam with hiring based on agreement with Trump’s foreign policy. New diplomats would be locked into one of four geographic units - Eurasia, Mid-East, Latin America, or Indo-Pacific - at entry. 4/

The proposal would trigger mass terminations of career diplomats and civil servants, offering buyouts until September 30. State Department has about 80,000 employees, including 14,000 rotating diplomats and 13,000 civil service workers in Washington. 5/

Fulbright funding would be limited to graduate students in national security fields. State would cancel diversity fellowships like Rangel and Pickering and stop its recruitment deal with Howard University. 6/
