But you don't want to have so many refs on the field that the running back can't even get through them. It's like, I can't catch the ball because I have these 20 referees in my way.

That's the situation we have in industry today, far too many refs on the field, sometimes more refs than players. And if you saw that in a sports game, you'd be like, this is crazy.

I'm not saying no regulation. I'm just saying sensible regulation. You want the right number of referees in the field, but not any more than that.”
