Biology does not "say so." All else aside, outbreeding produces novel gene combinations that are more likely to be harmful because they haven't been filtered out by natural selection. Inbreeding is harmful in basically the same way, causing autosomal recessive disorders.
"Hybrid vigor" is one of the worst misrepresentations of libtard genetics. The term basically means "fixing inbreeding depression" and is near-exclusively used in agriculture, where plants and animals become genetically mangled by autosomal recessive disorders due to inbreeding.
It's not something that happens every time two organisms from distantly related populations reproduce. There is no biological eugenic process that magically selects the "best genes" from each parent because genetic recombination is random.
In case it wasn't clear: Hybrid vigor means increased fitness of offspring relative to fitness of both parents and the only situation in which it is almost guaranteed is when both parents are very inbred, because outbreeding reduces probability of passing on recessive disorders.
The more closely related two parents are, the higher the risk of inbreeding depression, the more distantly related they are, the higher the risk of outbreeding depression, but the golden mean of genetic compatibility is closer to incest than racemixing:
