One of the main tenets of NAR is "latter rain"
“Be glad then, ye children of Zion, and rejoice in the LORD your God: for He hath given you the former rain moderately, and He will cause to come down for you the rain, the former rain, and the latter rain in the first month”.
Joel 2•23
God promised His people great blessings represented by showers of rain. This was part of His covenant. “Then I will give you the rain for your land in its season, the early rain and the latter rain, that you may gather in your grain, your new wine, and your oil” (Deuteronomy 11•14).
“Therefore be patient, brethren, until the coming of the Lord. See how the farmer waits for the precious fruit of the earth, waiting patiently for it until it receives the early and latter rain“.
James 5•7
Before we go any further let's establish what defines an apostle in accordance with Holy Scripture:
1)Has seen resurrected Jesus
2)selected by Jesus or Holy Spirit
3)miraculous power
What Latter Rain is:
The “latter rain” or the spring rain is interpreted as an outpouring of the Holy Spirit on God’s children.
At Pentecost, the early rain, the Holy Spirit fell on the disciples and transformed them from fearful men into brave warriors for Christ. The latter rain is simply the sealing of the tribulation saints (the 5th seal martyrs) with the Holy Spirit to qualify them for witnessing. This power for witnessing comes from God, and is the power to deliver the truth and lead sinners to God with boldness and authority despite threats, persecution, and even death, like Stephen in Acts 7. We are being raised in this rain currently, perhaps that's what occurred around 2016-2020 for many, the first few fat droplets on a drought stricken land.
What Latter Rain Isn't:
NAR wrongly assumes that the latter rain is a revival and anointing to provide victory over sin and the devil. But this is not true. The power over sin is received as part of one's salvation. All born again saved believers have dominion over sin. No one will receive “latter rain” who do not already have victory over sin. It is also not the power of working miracles for profit or gain, or an increase in predictive ability, or the dominion and authority to establish God's kingdom on earth by man's will and force. These are wicked fruits.
To defeat Satan, the antichrist, or the false prophet is not given to man. For all the power the 2 witnesses are entrusted with they humble themselves and are killed for God at the hands of the beast. Esteeming it better to die than exalt themselves beyond measure, and with full faith that the victory is eternally secure in Christ, they willingly give their lives, as did their Master, it is not taken from them. Their ministries will parallel that of Jesus, who they strive towards. Who we all should strive towards. It's not that they aren't powerful enough to kill the beast it's that they are too meek, humble, and trusting of God to, and this is a faithful rendering of "the lord rebuke thee" instead returning a railing accusation against Satan's pathetic attempts, in action.
Everything NAR believes latter rain to be are actually the signs and wonders that will be given to the false prophet and the antichrist to perform as judgement and to deceive those who loved not the truth and took pleasure in unrighteousness. Still, these false workers will grieve true believers greatly. Their power has to come from somewhere, what could God's response to this be, for the sake of His beloved, and to communicate with t a doubt His ultimate sovereignty?
These have power to shut heaven, that it rain not in the days of their prophecy: and have power over waters to turn them to blood, and to smite the earth with all plagues, as often as they will.
Revelation 11•6
It could mean they have power over the signs and wonders in much the same way that Moses and Elijah prevailed over Jannes, Jambres, and the prophets of Baal, respectively, despite the odds being stacked against them.
