Everything has and will occur precisely as it was written. Not according to our understanding, but His will. Our ways are not his ways nor are our thoughts his thoughts, however, the Lord God will do nothing, but he revealeth his secret unto his servants the prophets.
Who are the prophets of the New Testament?
Revelation 19 10
And I fell at his feet to worship him. And he said unto me, See thou do it not: I am thy fellowservant, and of thy brethren that have the testimony of Jesus: worship God: for the testimony of Jesus is the spirit of prophecy.
So, then all born again, and Holy Spirit filled believers hold the testimony of Jesus and therefore the Spirit of Prophesy, thus fulfilling an ancient prayer of Moses.
When Moses was overwhelmed he pleaded with God for relief. God said very well, call the men you esteem to the tent of meeting, and I will pour out my spirit on 70. However, some stayed behind in the camp but received the spirit, nonetheless. This startled Joshua who ran to Moses, saying the people are prophesying we must stop them. To which Moses replied:
Numbers 11 29
And Moses said unto him, βEnviest thou for my sake? Would God that all the LordβS people were prophets, and that the Lord would put His Spirit upon them!β

It's worth taking not that the verbiage in Numbers suggests God took the spirit from Moses and put it to them, thereby creating a spirit of Moses to pair with the Spirit of Elijah present in the two witnesses of Revelation. There is no reason to believe it will be those same bodies, Jesus confirms John was Elijah because he possessed the Spirit, we should expect something similar here. It is also possible that the 2 witnesses represent a group(s) of believers that witness and possessing the spirit of both men. Either way God is good and to be highly praised. Amen.
